  • James if I were you I would start making plans to move if you can.  This sounds like an opening salvo, which I am sure you would have a good chance of winning, but what comes next? (I am assuming you are a tenant and not an owner)

    I own the property but rent the land. I would move if I could but right now with him behaving how he is, my property is worthless and I can't afford to rent outright.

    Well it is a "mobile home" so have you looked into moving it to another site?

    He is not allowed to charge you any more than he is paying himself.  He is not permitted to charge an administration fee. 
    The law entitles you to ask for a copy of the bills he receives / proof of the rate he is paying.
    Is the site licenced by the local authority?  It should be.  As a first step I would complain (all residents collectively) that he is not a fit and proper person to hold a licence and that he is breaching the site licence and the Mobile Homes Act.
    What does your written statement say about the condition of your home.  He cannot force you to do work that is not needed.  You do not need to allow him entry to do his survey.
    If he persists then you need to commence (I would suggest collectively) a case with the First-tier Tribunal (Property Chamber)
