He is not allowed to charge you any more than he is paying himself. He is not permitted to charge an administration fee.The law entitles you to ask for a copy of the bills he receives / proof of the rate he is paying.Is the site licenced by the local authority? It should be. As a first step I would complain (all residents collectively) that he is not a fit and proper person to hold a licence and that he is breaching the site licence and the Mobile Homes Act.What does your written statement say about the condition of your home. He cannot force you to do work that is not needed. You do not need to allow him entry to do his survey.If he persists then you need to commence (I would suggest collectively) a case with the First-tier Tribunal (Property Chamber)It may be worth joining IPHAS https://www.iphas.co.uk/index.php or NAPHR https://www.naphr.co.uk/ as they both offer free legal advice to park home resident members.Does your park home insurance have a legal advice option - contact them : )
