Trying to set up a DD for Shell Energy for months

My 86 year-old father-in-law was moved over to Shell Energy in October last year. Due to his ongoing health and memory problems we initially found it impossible to find any record (letters or emails etc) about the account. I used Shell Energy's chat service in January asking them to send information and help us open an online account so as to check/set up DD. They replied on Feb 1 asking for further information which it took a few days to put together but we sent all the information requested on Feb 6. we have never received a reply to this email.
On 22 Feb we found some letters in father-in-law's house detailing how to open an online account. on 27 feb, I was able to help father-in-law follow the instructions and received a reply stating we had no need to worry- the online account would be set up and they would contact us as soon as it was.
since then we have contacted them numerous times but no further communication from them at all except for bills and notification of the new tariff. father-in-law is still on a pay on demand tariff and is of course paying far too much for his energy than if we were able to set up the direct debit.
does anyone know how to get through to Shell Energy? and how to get them to open the online account so we can set up the DD ourselves. everything we send to them seems to get lost in the system. they keep saying they will do things but all they do is demand money- they don't give us the ability to

Green energy- we were sent a link to register online; followed the link; got an email to say it's all set but then...thin air

I've just messaged shell energy on twitter but they said Im not authorised to negotiate on his behalf. They will however, deal with my husband who has POA.1
