  • That looks like an HMRC statement. I'd say you'd get nowhere trying to appeal penalties and surcharges so old to be honest.

    Now that I see the letters, it may not be a scam but there is a few things that are off.
    Did you get a debt collection agency contacting you as it says in the letter?? Did anyone set up a payment plan?
    HMRC do not sit back for that long, why are they now chasing this and not before?
    Think you definitely need to get registered on the gov site and set up your account - you will be able to see whats what on your HMRC account.

    I would try first contacting them with 'surely some mistake' and ask for information on how to appeal.  Were you self employed at the time or needed to fill in the form for some other reason?

    If you had moved house and not updated  HMRC then they would not be able to contact you.

    It could be that your record has now updated with your current address  from another source such as DWP/ Contributions Agency which has allowed them to pursue payment.

    Firstly, I don't believe that this is a scam, because it asks you to pay following the instructions on GOV.UK. There are no obvious typos, the reference to using your 10 digit UTR followed by K as a payment reference is correct, and the number to call is the HMRC debt management service number.

    What has happened is that estimated amounts of tax have been assessed because no returns were filed. Note that the amount of tax due is the same for every year. That is a classic example of an estimate.

    Presumably after 2006 you told them you were not working. Can you cast your mind back that far and recall whether you were even working in the period 2002 to 2006?

    It seems that HMRC have failed to pursue these debts for a very long time, and they have now come out of the woodwork. My advice would be for you to contact one of the excellent organisations offering free help to low income people. Talk it over with TaxAid. Contact details can be found here:
