For the last few months I've been receiving parking charge notices from various private companies. The address is mine but I've never heard of the person whose name is on the letters. A few weeks ago I wrote to the DVLA to ask them what was going on. They said that my address was the one given when the vehicle was registered and they have now removed my details.
My question is, as I've never had a vehicle, how do you register one? Would you not need proof of address? If so, how did this person 'prove' that they lived at my address? How did they obtain any official documents with their name and my address? Should I be worried about this?

No proof required, but the DVLA will then send the physical V5C document to that address under that name, so you should have had that which should raise the initial concern.
How long have you lived there, could it have been registered before you moved in.1 -
No matter what happens from now on, do not give any of the companies your name in case they start going after you.
I sold cars in the past, but made them sign with receipt with time and date.
I got parking tickets from supermarkets, Dartford crossing, red routes etc.
The issues was you had to post off the logbook and it took them time to change the name.
My Mum ended up in court for tickets for a car she had never owned.
She was lucky as she was a book keeper and has every receipt for the last 35 years.
I know it’s not the issues your having but it happens.
You could have a dodgy postman, his mate uses your address and he intercepted the post.

I have owned the house for 3 years and lived here for 14, but previously my parents lived here from 1960! Yes. As the seller of a car, all you need is a name and an address to fill in on the V5, or the web site. Whether the name and address match the actual person buying the car is another matter.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.1
