I was under the impression that the broader group criteria was to some extent set by individual energy companies, The concept of barring some existing recipients isn't something I'd thought possible.

The story was in the Mirror so until anything is confirmed we don’t know if it is true, just read the article & it ends with “ Each energy supplier will set their own eligibility criteria to decide who gets the discount” ???
