Unclear disabled space parking ticket

Hi everyone,
So the driver got a ticket on the windscreen saying the car was parked in a disabled space at the University of Sheffield. The bay looks like a normal bay with no painting or markings. In this car park there are 3 spaces (the uni's website states there are 3 spaces too) all of near identical size. There's two signs saying "category B" parking permit required, which the driver has and the daily charge was paid accordingly. Since it is permit parking, the university have the details of the driver and keeper of the car.
Other car parks on campus have clear disabled spaces that are larger than the standard space and are outlined in yellow with the disabled symbol in the middle of the space. So for the said space, whilst there was a sign to say disabled parking only etc, this looks like it is from a historical space as no spaces are actually marked as disabled (especially as there's a lot of renovations in this area and this car park only recently reopened). This sign could apply to any of the car parks' spaces I suppose.
The ticket is with Excel Parking Services who are an IPC member. The charge is £100 (with the discount down to £60 within 14 days).
What do you think of the case? How should the uni (landowners) be contacted? And then wait for the notice to keeper before an appeal with Excel Parking? Should the driver remain anonymous since with the permit the uni knows both the driver and keeper of the car?

Appeal then appeal using the IAS kangaroo court, showing photo evidence that this is no longer a disabled space and the markings for newer ones are clearer, by comparison.
Can you get an email from the Facilities/Estates team manager confirming that one isn't a disabled bay?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
