Struggling to open bank account (18 year old)

My eldest is trying to open an account with TSB, but struggling to get his proof of address accepted.
They already have a young saver account with TSB that comes with a passbook, but they won't accept this to support opening a second account.
Yesterday they took, passport, provisional driving license, NI letter, all correspondence from their only other account an ISA with Coventry bs but dated from last October.
They don't work as still at school, have no mail from official sources, TSB did say that they would accept a bank statement with at least two transactions on it. The local Coventry is not open outside of school hours, and trying to get in touch with TSB over the phone is proving difficult.
If I can make two separate payments into the ISA, and request a statement on their behalf do you think that stands a chance of working as proof of dddress?
We are at a loss of how to get around this when they simply have no way of meeting the ID requirements.
Also, why is a provisional license not acceptable when a full licence is?

a letter from place of study confirming address should be acceptable.If you don’t get anywhere, I’d try another bank! Perhaps one that offers student accounts as the will be more used to the issue of little id? I’ve found hsbc and NatWest good with homeless clients who generally struggle with id requirements, banks are supposed to be getting better at this 😠MFW 2021 #76 £5,145

As a last resort, you could try to get your eldest on one of your utility bills, if only as a temporary joint account holder.
But why entertain TSB at all if they are so difficult? With the documents you mentioned, it should be possible to open an account in minutes at one of the digital banks - Starling, Monzo, Chase0 -

Passport + driver license should be more than enough. Otherwise a statement from Coventry should also be good.
I also agree that if TSB are being a pain about all this, I'd be looking to take my business elsewhere. Plenty of other banks which will be happy to take him on as a customer I'm sure.0 -
Thank you all, I didn't realise this had posted, thought my fat fingers had cancelled instead!
No real reason for TSB, just with local available branches they seemed to be quite competitive.

TSB sound as if they are being a pain. They could try a different bank.
However, if you want an official letter, call HMRC and they will post a notice of coding out.0 -

Thank youI agree with other people, better go for another bank which accept provisional driving licenseI told you my personal experience opening my first account with TSB when the splitted from Lloyds-TSB. I have been with Lloyds-TSB for sometimes but when I opened an account with TSB a few years ago they were asking me to have a certified copies of proof of address such as utility bills. Also demanding home telephone numbers because they can not identified me electronically.It seems these people still living in the stone-age not realising that nowadays not many people have utility bills, Landline. Also some of these people working in the banks are a bunch of lazy incompetent people.Fortunately they have a lot of branches so I could still go to one of their branches to open the account. The people in branch could easily identify me electronically and they still accept the old bank accounts statement.In the past I could still ask the council to give a letter that I am in electoral register. But nowadays they refuse to issue such letter.I have not tried it but is it possible you to give the link of your credit file. It could be using the letter or showing it on your mobile device when you have to go to the branch. Nowadays you could access your credit file free of charge. Has anyone tried this method ??0 -

It's pretty ironic how anal they can be, no surprise some of these Neo banks are getting such good traction. I opened an N26 account on the back of a busy bus on my phone with a Spanish IBAN (live in Spain) in about 4 minutes, a few months ago.
On that note. Could he open a Revolut basic account, use the card a couple of times and then use the statement from that? The card might cost £5-10 but I think they have a no fee basic account still.
I've used my Rev and my N26 statements for POA in the past with no issue.
