PCN with wrong number plate

Hello, I parked on a council car parked where payment can only be made via RinGo parking app. I parked and it slipped my mind to pay on the app. I paid using RinGo after 20 minutes when I realised that I had not paid. Sadly within the first 10 minutes of parking, the council had already issued a PCN, but they have made an error on my vehicle registration number. They put ULJ instead of UJL. So naturally when I went to pay, I could not log in using the PCN and my actual vehicle registration number. It took me a long time to figure this out (duh!) and I could then log in by putting in the wrong registration number. I can see that they have taken pictures where the correct number plate is clearly seen. What should I do? Is it worth fighting this? But even to contest the PCN, I need to log in using the wrong number. There is no contact number or email address to report this without logging in using a PCN and the wrong registration number. Thank you.

    Is it a penalty charge from a council or a parking charge from a private parking firm?
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    the council had already issued a PCN, but they have made an error on my vehicle registration number. They put ULJ instead of UJL.

    That's fatal to a Council penalty charge, if if is one of those.

     If you have a Local Authority 'Parking Shop' in town I suspect they'll cancel it off.  It can't be re-issued and they can't send a NTO.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    You can  either:

    a) Do nothing, in which case the council will send the Notice to Owner to the registered keeper of the reg no. assuming that  the reg no. on the pcn actually exists. This means that the true owner will have the aggravation of trying to sort it out

    b) (Recommended. The council's mistake has handed you a get-out-of jail-free card, so it's only right that you don't land the unsuspecting owner in a pile of trouble not of his making)

    Write to the council enclosing a copy explaining that you found this pcn on your vehicle but the vrm on the pcn does not relate to any vehicle that you own.

    The council will realise their mistake and cancel the pcn. (they cannot re-issue a corrected pcn). This means that the reg keeper will not have to deal with an NtO which they know nothing about and of which they are entirely innocent.


    Make sure you keep the pcn safe (just in case the council try to issue a corrected NtO.)

    It is a penalty charge notice (PCN) from the Council. The car park is paid for via the Ringo app. Thanks.

    Thanks so much. That is helpful. I will email the council via the generic contact email address, since there is no dedicated contact point for parking alone.

    I check on road tax gov website, the car of the 'wrong' plate number does exist and looks like it is active on the road! I will definitely go for option b. Thanks again. 
  • HI guys, I have had a similar Issue. Parked in a Pay & display bay with Mipermit app parking also. 8-6 Used free 30 minutes to start with. Parked at 8am and paid immediately on the app received a PCN (penalty) ticket at 8:11am however wrong number plate was entered. logged AMY instead of AWY this is probably why the ticket was issued. I have in app evidence of the parking being paid. Is it worth me appealing or like advised just ignoring it as the number plate is wrong?

    You haven't said if this is Council or private (and if private, which parking firm) but DO NOT IGNORE PCNs.

    In almost every case a 'single digit typo' appeal should see any PCN cancelled except by the most rogue IPC firms who IMHO seem to think they know better than the Government.
