Your solicitor/conveyor could ask Building Control if they have any records.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

Check on the LA's on-line Building Portal. Type in the postcode and see if the house is on there. If it is, it should list all the associated docs.

Yeah as bendy says, you can look on the council website.

Whilst the documents relating to planning applications should be online, things like completion certificates are often not.
Just checked my address, and there is a listing for a garage & kitchen extension, but no mention of BC sign off, nor any other notifiable works that have been done since (e.g. new windows/doors, multifuel stove, etc).
Contacting the council and asking about documents relating to a loft conversion would render any indemnity insurance void, so best not to ask the question. Instead, couch the request in general terms along the lines of "what documents do you hold in relation to notifiable works to address: XX Whatever Ave". The council may not respond as you are not the homeowner, but it doesn't hurt to ask.

Any language construct that forces such insanity in this case should be abandoned without regrets. –

I know down here we can't see BC online, just Planning.  Looking at yours it looks similar to ours.

You can ring BC and see if they can shed any light on it.

Years ago when my DS went to Uni and the day of the move-in arrived, I was shocked to see the state of the HMO they were moving into.  So much so (fire doors not hinged and no escape means on first floor) I rang the local HMO and BC and they were brilliant.
