As others have said, it's too late for a S8 (G1) now. You can serve a S8 (G10), and in due course you could serve a S8 (G11) and/or (G8).Schedule 2 (17 S8 Grounds a LL can use)Likewise in due course you could serve a S21 (not in the first 4 months). How long is the fixed term (if any)?But at this stage I'd be trying to dicuss the arrears. Have you spoken to the tenants? There may be an explanation, and they may reassure you the arrears will be paid off 'when xyz'.Are you in an area of compulsory landlord registration?Did you provide the gov leaflet (How to rent ?); Do Right to Rent checks? Provide EPC? EICR?(all assuming this is England...)

The Gas, Electric, Water, TV licence and Council Tax people will send the Tenants letters addressed to the Occupies if they don't have the details
However I think a phone call to all 3/4 organisations won't do any harm.
If you need to email the Tenancy agreement to the Council Tax people they know when the tenants became liable.
It's too late now but we always serve important documents via email when setting up a tenancy.

I have had tenants in my property who have not paid rent for 13 weeks.
I served a section 21 2 months ago but they have not moved out and said they will be moving in 4 weeks. I don't believe them and need to evict them. Is the PCOL straightforward?
Also I have instructed a debt collecting agency to pursue them for their debts so do I put on the PCOL that I am not claiming rent arrears?1 -

A debt collection agency will have no powers unless it is with a court order/CCJ. I would pursue the debt via PCOL.Should've = Should HAVE (not 'of')
