What paperwork from the agent or airline does your brother have? Anything confirming the flight booking?
Does he have an e-ticket or confirmation of the booking from Philippines Airlines? If so, there should be an airline reference number (PNR) on there. It is typically six or seven alphanumeric characters. With this perhaps your brother can contact the airline and establish if and when a refund was made, and for how much.0 -
