EBay not updating tracking

Second item in a month where eBay have not updated tracking on website.
Both sent by Hermes and stated as delivered by Hermes but on ebay status hasn't moved from despatched.
What happens if buyer was to say item not received, does ebay just look at their own tracking that is stuck on Despatched and find in buyers favour?
