    As previously stated, that doesn't prove that it's your meter.  Nor does turning everything off - if it's your neighbour's meter they could also be using nothing at that time.

    Is your meter one with a small keypad - press 9

    Others you may need to repeatedly press a button to get readings R1, R2 etc - make a note of all of them and the letters Imp, Exp,Ttl etc
    Never pay on an estimated bill. Always read and understand your bill
