Disabled council tax discount £150 refund

Not sure if I've posted it on the right board.
Asking on behalf of my dad. He gets a discount on his council tax down from band E to D due to his disability. We've looked and neither of us can find any information online to see if he'll get the £150 council tax refund. His local council couldn't advise.

i. It is valued in council tax bands A to D. This includes property that is valued in band E but has an alternative valuation band of band D, as a result of the disabled band reduction scheme;"

If you're not in England then it would be reasonable to assume the criteria would be similar, but you'd need to find the relevant guidance from the devolved government for confirmation.
