ParkingEye - Can only appeal in writing

Friend got a Parking Eye...I went online to get rid of it for them only to find PE insist upon all appeals being in writing, no online option.
Obviously this is to dissuade people from appealing...
Is this not against BPA Code of Conduct or some trading regulations??
