There are different types of help for Council Tax, which one did you think applied to you?
For disability there is a reduction based on having the property larger / adapted for a resident's disability
There is also the disregard for Severe Mental Impairment
An overview of both on this page: https://www.gov.uk/council-tax/discounts-for-disabled-people
There is also a 25% discount for sole occupants (or if everyone else is disregarded) https://www.gov.uk/council-tax/who-has-to-pay
And there can be income-based reduction, Council Tax Reduction for which each council has their own scheme and criteria vary slightly by area. You may be able to find details of your own council's criteria on their website or through a Google search.

Having a disability or fetting PIP does not exclude you from paying council tax, it depends on what benefits and income you receive?0
