    Was this a multi car policy?
    Or did the Mrs have a seperate policy on her car? So she was only a additional driver on Mr policy and was stated as having access to her own car.

    Clearly if it was a separate policy, then no matter what mileage declared (even if not used) would mean the one car could be used more, as such a higher risk.
