New rates above price cap

I live in north Wales. British Gas have offered new unit and standing charge rates, payment by direct debit, which are above the price cap.

I've just spent half an hour on Google, can't find an answer. There are lots of references to variations in price across different regions but I can't find anything specific to regions and price cap rates. My understanding is that a cap is just that, the maximum that can be legally charged, anywhere. If this isn't the case Ofgem have covered themselves with zero glory by issuing a misleading policy. Or at least, a policy with a misleading name.

Does anyone know if the price cap is a price cap, or a general guide that can be exceed by regional variations? If the latter, where might I find reference to the price cap unit and standing charge rates for north Wales? Thanks.
