Council Tax Rebate & Discretionary Fund for non-eligible households

Hi all,
I have 2 questions about the Council Tax Rebate - might have overread them somewhere else, so sorry if I'm spamming.
1. I'm eligible as my flat is in band D. But how will it work. Will it be deducted from your bill you get in April, or will there be a one-off payment going into your account (I assume only possible if you pay by Direct Debit as I do).
2. My mother-in-laws house is in Band F, as she is living in her house that she owns for over 30 years now, so she is not eligible at first. Are there already any news how the discretionary funds could be accessed? She is a pensioner (although not on pension credit), so I would find it unfair if I get it and she won't. And any idea if any criteria are already published, or will it be a case-to-case decision?

It will be the councils that decide on discretionary payments but it is likely to be for those on benefits of some kind. I'm in the same position as your mother-in-law, band F and pensioner. I won't get anything as I have too much savings to claim benefits. Other family members with far more than me will get it. It is unfair.0

You will get this payment but your mother-in-law won't. If you feel it is unfair then you could give her £150.

It's been stated in various places that the payment of the £150 will be made directly into your bank account separate from any payments you then make for the 2022/23 council tax year, but our council is certainly intimating that they plan to administer it as a deduction from the monthly payments instead.🎉 MORTGAGE FREE (First time!) 30/09/2016 🎉 And now we go again…New mortgage taken 01/09/23 🏡

Irritating as they just discriminate on bands and not status. I'm in my 30s, own nothing (and not happy), and RENTING my 2 bed FLAT. It's band E, I get nothing..

I wish it was much more targeted to those who most need it, which has little to do with Council Tax bands. Presumably the administrative cost and complication of doing so at relatively short notice was felt unworkable.0

What happens to those families in the A-D band that are on low incomes and pay less than £150 a year....
