Can I not retract those comments as semantics, and still appeal through popla not admitting driver. As far as I'm concerned i have no bearing of the incident so I wouldnt unitentionally say I was the driver. In all cases with the drop down menus on their website, I never labelled myself as the driver.0

You've definitely, 100% said who was driving and can't prove the first PCN wasn't received.
Indeed, they've proved when it was sent. So you can't use POFA stuff, can't use 'no loss' and the signage looks clearer than most. You will lose at POPLA.
My advice (sadly) would be to pay £60 then write to the retail park and tell them you and your family are boycotting the place and used to spend £xxxx between you per annum at those shops.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

how can I find out who to write to at the retail park? Its not clear who has vested interest in customers as there are numerous shops there and not one business. I've also tried searching for the landowner but can't locate.
