I am desperate for information on how to give financial support to my Ukrainian wife who is with my son and her sick mother in Crimea which is annexed by the Russians and now faces sanctions.

I would contact the Red Cross or similar organisations. They are likely to have a better idea of what you can and cannot do at present.
