Last minute are delaying my refund

Hello
so I had flights booked thru last minute.com and the airline then cancelled. I contacted the airline as directed by LM and they processed the refund. The refund went back to LM who said they hadn’t received it and took 2 weeks to say the eventually received it after multiple calls. They then said I had to process the refund online. The options were LM voucher, airline voucher or refund. I selected refund as would like the money back as no flights now to my destination. So I selected refund and continued thru, it then said thanks for processing your LM voucher. I called and she said she can change the refund method and could take 3 days. So I called back today and the lady said it was only actioned today ( even though I called 3 days ago) and that the request can take up 28 days. Is there anything that says they can take this long to send me a refund? Or anything else I can do? I feel like a total of 2 months to get a refund when I’m paying £104 booking fee to them is a bit of a con. Thank you
