Euro Car Park PCN - Blackburn BWD Leisure

Options
Parked at Council owned car park during permissable hours to attend gym, the car park has a registration detection camera that records the vehicles reg during entering and leaving car park - is this Parking Eye??
Parking regulations require gym attendees enter their registration onto a tablet inside premises to avoid recieving a fine
Assume Tablet is linked to Euro Car Parks systems
Received 3 fines for 3 seperate dates for parking in car park during permissable hours
I usually record my registration onto the tablet when I attend but admit on occasions I may have forgotten, entered a wrong digit by mistake, or the Tablet may have malfunctioned

We get no email notification that the registration has been recorded, the screen just returns to the Homepage once the registration has been entered

Wondering what argument I should make before I respond to these PCN's?

    ParkingEye Limited is a private parking company.

    Euro Car Parks Limited is a private parking company.

    You mention a 'Council owned car park'.

    There seems to be some confusion here.
  • It's what the Gym staff mentioned, they said the car park is managed by Euro Car Parks on behalf of BWD Council, they recently installed reg detection cameras - assumed Parking Eye installs these cameras
  • The signeage in the car park is all Euro Car Parks

    That's a rather rash assumption. I would suggest that ParkingEye play no part in this at all.

    Where exactly is this car park?
    Darwen Leisure Centre?

    Who are BWD Council?
    Blackburn with Darwen Borough Council?

    They can't be doing this for the Council.  There will be a private landowner or agent.

    I would agree with Keith and CM.  Assumptions in parking matters are to be totally discouraged.  100% accuracy is a sine qua non.
