How do how do we do the passenger locator form to return to uk without a smart phone? Anyone know?

You do it online using an internet capable device, e.g. desktop PC, laptop, etc.:

Assuming you have no capable devices at all then all you can do is ask your hotel if you are staying in one if they have a PC for guests to use, do it on there and ask hotel to print off your QR code.
