Can you set up to Switch before moving in?

I'm moving into a 1 Bed rented flat on a set date next month. The current supplier is British Gas (not essential to change that in my opinion). I'm assuming I'll inherit either Standard Variable prices (i.e. capped below Wholesale prices) for Gas and Electricity, or an existing Fixed deal (can you inherit a Fixed deal that hasn't run out or been terminated by the existing tenants?).
Can I set up now, to become the Account Holder on the day I move in (w/o knowing meter readings in the future) - or have to wait? I'd think I could switch provider, but nobody is accepting new Customers onto Standard Variable and no Fixed deals are worth taking at the moment.
I'll give them a ring tomorrow, but online they can't find addresses for Flats ("we can't find any addresses at that Post Code !!!!!!).

You won't inherit any tariff that the previous occupier had,-. ring them when the property is yours , give them meter reads. Resist any pressure that BG might give to go on a fix. Sit back and wait and see what happens in the months ahead

You won't inherit the previous account or 'deal'.Your supply on the day you move in will be an automatic 'assumed account' on the current supplier's standard rate. You need to read the meter(s), ring them up, give them your details and meter reading(s) and confirm the account is yours.Then and only then you can shop around - though in the current climate this is pretty pointless. Nearly all suppliers' fixed rates will be way more expensive than variable rates, so even if variable rates rise again (which they will) you'll have already paid so much extra on a fixed rate that you'll belosing out.And most suppliers willprobably be charging the new capped rate ie all the same rate, so little point switching.Well, that's my view at present anyway!Is this a new property?
