Staircase Loose Newel post - anyone recognise the make?

I am helping a friend with some DIY. They have several loose Newel posts on a set of stairs.
I have watched a few videos on how these newel posts connect to the floor/woodwork. Normally it is a bolt or some special screw that can be tightened. But theses post have something with a large flat head showing (see picture). They can neither be loosened or tightened with the tools I have.
Does anyone recognise this make?

That is a barrel nut.
The slot is just to align it.
Tightening is done by turning whatever is screwed into the barrel nut, looks like the newel post itself.2
