Is there a national database of customers that won't pay and the debt isn't economical to proceed with legal action even in a small claims court?

No. Lenders decide for themselves.0

Lenders are free to have their own blacklists inside their larger group e.g. Lloyds and Halifax or HSBC and First Direct, but there is no national one except in cases of fraud where someone like CIFAS might get involved0
