I take it this referred to paypal payments?
no, sellers aren't allowed to charge extra for paypal. You could report them
or send a quick email to see if they are aware they cannot do this.0 -

As smam21 says this is against ebay terms and conditions. Try going through ask seller a question and asking whether the statement was an error as it is of course against ebay rules. I did this yesterday and got a response very quickly apologising that they weren't aware they were breaking the rules and would not therefore be charging any extra for using paypal.
They even put my question on the listing so that other potential bidders could see that the charge would not be levied.
If that fails report them to ebay, but don't expect them to act very quickly, if at all.
