No PCN given, 4 months later Letter from Debt Recovery Plus (incorrectly addressed) - Help

I was visiting a friend back in November 2021 who lives on a 'Privately owned' estate there are signs up for UK Car Parks Management - but I don't know who the landowner is & am having trouble finding out - I was dropping off a bulky/heavy piece of furniture - so parked for 5 minutes on a double yellow line to get as close to the block of flats as I could to unload & take it up to my friends flat - I'm pretty sure had my hazard lights on & was no longer than 5minutes - got back to my car & drove off - it wasn't a windy day & but it was dark/dusk.
Last Saturday I received a letter (which had my neighbours house number on), addressed to me from DRP - a debt recovery agency advising me that I had been issued a PCN & they want me to pay £170. I don't know who owns the land so can't complain to them, but have written to UK Car Parks to tell them that this is the first I've heard & asked for them to prove that a PCN had been issued as I didn't get one. As they got my address wrong - do you think it will stand up in court? Obs I have not way of appealing on their on-line form as the date has passed. How long should I wait before going to the independent Parking body?

Check the address of the Registered Keeper on your vehicle's Registration Document (V5c).2

And email UKCPM a SAR and data rectification notice to erase the old address and replace it with your correct address.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks KeithP - the address of the registered keeper is correct but the debt recovery agency added an A which is next doors address.. Next door gave me the letter as it had my name on..0

Also, the UK Car Parks sent me copies of the 3 letters which had been sent to my neighbour's address (which I had obviously never received) - the 'evidence' of the parking offence - is a camera phone photo of just my number plate & the back of the car - you can't tell where the car is parked as the rest of the photo is pitch black. No physical ticket was issued.0

You need to sort out the V5C issue with the DVLA to make sure they have your correct details on record.
Send the SAR, which is about your personal data, to the DPO of the PPC.
If DRP have the wrong address then the PPC probably has the same wrong address, so you need to send the rectification notice to the DPO as well.
Include proof of non-photo ID for both such as two redacted utility bills or bank/card statements.
Get the friend to dig out their lease/AST to see what it says about parking, visitor parking, PPCs, PCNs, paying a PCN, and court.
What it doesn't say about the above is equally if not more important.
Your friend's property rental agreement will have primacy of contract over anything an unregulated private parking company says.
You should also complain to your MP.
Also, have a look at the Jopson Vs Homeguard case where the judge said around paragraph 19 or 20 that loading and unloading is not parking. The case number is B9GF0A9E (although sometimes you find it with the first letter missing) and the transcript is available online.

Hi Fruitcake - I am in the process of sorting out the V5c issue with the DVLA, they have the wrong details, I have sent them the V62 (as I wasn't able to get my vehicle taxed either!) - I'm waiting for my log book to be issued.
Apologies but, I'm unclear about your next suggestion - are you saying I need to send the SAR to the DVLA? & then what does PPC stand for?
Unfortunately, my friend has since moved from the estate - she was renting & she no longer has any docs relating to her old flat. I will complain to my MP.0 -
