Return on investment funds

I am researching investment funds and I have found articles stating annualised returns from -3% to +26% over the last 15 years. Can anyone tell me whether,typically, the returns are calculated net of fees and other related charges? Basically, I am trying to ascertain the true return for a lump sum investment.
