PRC certificate, House Selling

We are in the process of selling our house (It was a ex-council house) We bought it around 21 years ago, we had a issue as the mortgage lender who would not let us have a mortgage due to the type of construction of the house. The house was built with precast reinforced concrete but the owners before us, The council had the house fully demolished and completely rebuilt. at the time our mortgage company said that as next doors was not done that was why they would not let us have the Mortgage. We went to another company and told them and they said it was fine as the property had been completely rebuilt. Now its out turn to sell.... the buyers surveyor came took 1 look and said you can never sell this house, he said as we never had  PRC, and was quite rude in how he spoke to us.  We have searched the internet  and companies have offered at a large cost to come and inspect out house and give us the certificate. But it says on there website it will check the precast reinforced concrete and brick outer.... But our house is totally brick as the former owners had taken photos of the house being completely rebuilt from the ground up.
So my question is
Is the surveyor right do we need a PRC certificate?
Even though we have no precast reinforced concrete in our house?
can the buyers still buy our house?
Will mortgage lenders still let them have a mortgage on our house?

Any info would be helpful as our new place is almost ready and we are stuck here at the moment.
