Is there time limit for when a PCN can be issued?

I recently received a penalty charge from the Tyne Tunnel.

It took them a month and a half to send me the notice. Is the time delay grounds for appeal?

    They have six years to chase you for the debt.

    Is it specifically noted as a Penalty charge? If yes then the civil rules don't apply (6 years) - however this question might be better asked over on Pepipoo.
