Good afternoon everyone,

I'm hoping to find out where I stand in successfully appealing this PNC.

Long story short, I went to drop off some personal items for my brother-in-law whom was admitted into a cardiology ward at the Chorley Hospital. 

I parked in an almost empty parking lot (only two other cars parked and roughly 50 empty spaces) as it was right next to the entrance. It was dark that evening, no luminating lights that would highlight it was actually a staff only lot. I genuinely did not know it was a staff only lot. I believed I'd stay here and be in and out within the free 30 minute time limit I knew visitors had. I was in that lot for only 19 minutes. 

To my surprise, I received the NPC on 15/02/2022 with demand to pay £70 or £42 if within 14 days of the date issued. 
Date of event: 06/02/2022
Date issues: 11/02/2022. 

After the fact, I do feel silly and responsible for not paying better attention to where I was parking, but I also cant help feeling outraged that I am being charged this amount for being at an empty lot for only 19 minutes.  

I've read through a lot of posts within the "Golden Ticket" thread and some other individual ones. However, my fault was for parking at a staff only lot, hence I feel a lot of it is not applicable to my case. 

Im still within my time limit to appeal, do I even have a good shot at beating this?

As always, any advice is greatly appreciated. Thank you.

    I'd start with Plan A (see Newbies thread). Contact PALS and ask them to get it cancelled.

    As above, start with Plan A. PALS and the hospital trust director/CEO/head honcho, reminding them of what the UK Government has told them they must do, and quote the relevant parts. Mr Dance has already provided a link for you to read, but here it is again. It is better to be told something twice than not at all.

    NHS car parking guidance 2021 for NHS trusts and NHS foundation trusts - GOV.UK (www.gov.uk)

    Appeal using the template in blue text from the NEWBIES if a cancellation is not forthcoming from the hospital before the appeal deadline.

    Unfortunately you don't have a golden ticket, so it is important to revisit the hospital asap on foot and take photos of the site and signage, without flash and in the same light conditions as those of on the date of the alleged event in case you need to make an appeal to PoPLA.

    On a side note, you will have received a PCN, not a PNC or an NPC, and in this country we have car parks, not parking lots.

    @Fruitcake No worries, I too consider myself a somewhat pedant. I got it right in the title though ;) FYI - I already switched from sidewalk to pavement and from garbage to rubbish ;p  Car Park still seems to allude me.

    I wrote to PALS of Lancashire Hospitals Sunday evening and this morning, to my amazement, I received a response email confirming the PCN being cancelled :smiley:
