Double Yellow ticket in less than a minute

Hi, I appreciate this may have been asked and that I really don't have an argument but I will still ask...

I am a health care worker in a new role and had to go to a pharmacy to collect an emergency prescription for a patient who was unable to collect for themselves. I didn't know the area and called ahead to check the prescription would be ready. On arrival I needed to check it was the right pharmacy first. I pulled up on double yellow lines, ran inside, waited about 30 seconds while all was checked, the prescription wasn't ready to take so I went to move my car. Genuinely less than one minute. I had a ticket and the warden was sticking it on the window. I tried to reason with him but that was a waste of time. It says on the ticket "Observed from 13:31 to 13:32" which verifies the details above. I can of course just pay the 'reduced' penalty of £35 or try appealing which may cost the full £70 so I wondered if there are any experts that could advise my best course of action. I know it was double yellows and that I would only be seconds and there is nowhere within a few minutes' walk at least to park legally.

  • Since you mentioned a traffic warden, is this a council ticket?

If so, please follow the advice given by @Umkomaas in post https://forums.moneysavingexpert.com/discussion/comment/78999991/#Comment_78999991, which I've copied and pasted here (sorry, @Umkomaas):

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

If this is a private parking ticket, then:

    - We need to know at least the name of the PPC and the location of this pharmacy please.
    - Please use "The Keeper" and "The Driver" in your posts rather than just "I" because the PPCs monitor this forum, can match posts to keepers' invoices and use what you post against you if it were to go to court (but you can counter that).

Sorry, this forum post editor is garbage, I tried to turn those 2 items into bullet points after typing them, but the formatting kept wanting to change all of the paragraphs before and after them as well...

Yes, it is an official ticket issued 'by' the local council. Thanks for the response, I am checking it out.

Stopping on double yellow lines is permitted for dropping off and picking up, unless there are kerb blips or signs prohibiting stopping.

If there were additional markings on the kerb - it would have been a no-stopping/no-waiting/no-nothing area. Have a look on google maps if the image is fairly up to date to see if there are the double stroke marks that indicate this. If there are - then it's no doubt - pay it.

Dropping off/picking up a passenger is permitted on double blip, double yellows.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
