Is there a way to travel to Hong Kong - Father very unwell

Good Morning,

My Dad lives in Hong Kong and has been diagnosed with a degenerative disease. His condition has deteriorated rapidly over the last year and it's clear that his cognitive wellbeing is also being affected. As it stands non-residents (myself, British) are not allowed to enter and there are also rules about being refused entry if you've been in the UK within the last 21 days of travel. I am really concerned that I will never be able to see my Dad again, or at least whilst he has some idea of who I am/ is able to communicate. I fear that the Hong Kong travel rules aren't going to ease any time soon enough, and I can't afford to pay to stay in a HK gov hotel if that becomes an option. 

Does anyone know if there is any loop hole/ special circumstances to allow travel? Or, who might be the best person to contact?

Sorry to hear of your family situation.  You need to contact the HK embassy for advice - ask if you can apply for an exemption to permit entry in this situation also if you will be exempt from the 14 days compulsory quarantine at the official quarantine centres. https://www.hketolondon.gov.hk/contact.php
There are no direct flights from U.K. to Hong Kong , so also consider your route and how transit through other countries with impact on HK entry requirements.
