    There is no Ombudsman who regulates building contractors. It's worth it if you think that there is some prospect of recovery. Winning a small claims case and a CCJ does not actually recover the value of the claim. No one on here can tell you if you will win, or if you can then recover. The vast majority of CCJ's are never settled.
    If it's a sole trader (vs a ltd company) you have a better chance. Otherwise he'll simply liquidate the company.
    You want a builder with this track record to not only put right the faults, but to carry out further works (the porch)?
