Unrealistic Energy Consumption

I live in a 3 bed ex council house. Having had issues with previous energy bills being over 4 times the average for a property of this size/age/construction, I had taken it upon myself to speak to my energy providers, to question how these huge bills are coming about. I was given a credit by one supplier and assumed that I had just initially read the metre incorrectly giving my reading to my energy supplier.
Now my current projection for Electricity is £1,697.00 per year.
My current projection for Gas is a whopping £3,534 per year.
My energy bill statement for 16 Jan to 09 Feb is £123.90 for Electricity, £319.84 for gas.
Because I have been trying to resolve this with my new provider, Shell (I was with 'Green Energy' who ceased trading) I now find myself with a 4 month arrears of approx £1,800.00.
Does anyone have any help or advice as to what I can do to reduce my monthly bill? This is causing me mental health issues and I am at a loss as to where to turn.
 I have sent videos to Shell to show that I am reading my metre correctly. They won't offer me a check metre. Their bills are difficult to understand (I think they are done this way on purpose with all energy companies) and I have actually gone to the length of having my boiler replaced in case that was the issue.

    Can you tell us your meter readings, ideally over a period of a year, and your Estimated Annual consumption (EAC) from a recent bill? Can you confirm that you are still on Shell's "Flexible 6" tariff?

    I suggest you post on Energy forum with actual reads as far back as possible or annual kwh also check your epc on goverment website https://www.gov.uk/find-energy-certificate to find space heating and water heating average per year in kwh for your Home. Check the meter serial number match the meters on bills

    If you post this in the Energy forum, you'll get help there from people who are very knowledgeable on such matters and will help you look through it.  But you'll need to help them to help you, by answering questions asked and giving full information - it gets very hard to help people when they don't give enough information. 

    For example, they'll probably ask for photos of your meter and details from recent bills, meter readings etc.

    Can  you do a few checks please

    1 Check that the serial number on the meters is the same as on the bills

    2 For your gas meter is the meter itself  marked ft3 or m3 -  what is shown on the bill

    3 Please read your meters today.  Some meters can be quite difficult to read - on modern ones watch out for the decimal point; when taking reads ignore those anything in red; do you meters have a small key pad ? If yes what button are you pressing to get the readings

    4 As above please give us the readings from the bills - and include the letters A,Cor E and any comment like "cust read"
    Never pay on an estimated bill. Always read and understand your bill

    I presume the boiler fitter looked for leaks, Is the Gas meter at a full stand still when the boiler is off? How much is it recording for 1 hr of the boiler running? What boiler is it?
