New access to unclassified road

Does anyone know what the rules are around creating a new access to an unclassified road from you home?
I would like to create a parking place at our house but can't at the front due to a lamp post in the way. The side of our house backs directly onto a single track road that joins two parallel roads and provides access to the garages behind the houses (garage is old and too small for car).
Wondered if it would be possible to create a layby on our land to pull into. There is no pavement or strip of land/grass between our boundary wall and the road.

If so, you'll probably need consent from the highway authority. If not, you'll need to find the owner of the road and make sure they are happy with you creating a new access.You'll also need to check the situation with planning. Typically an access from an unclassified road doesn't need planning consent - but that depends on you having the necessary permitted development rights.2 -

The road is public but as you can see, not much of a road!
Would this be something to ask the council about in regard to planning?

There may be a planning component to this depending on what you intend to construct, but with regards to road access that normally requires permission from the local road authority, usually the country council
For example, a quick google got me this - usually it's dropped kerbs people are asking for but the procedure is actually for any access point, as the text suggests

It doesn't look like there is enough width to park on that piece of land without partially obstructing the road. I think that is going to be the primary thing the council (as highway authority) would be concerned about (assuming the road is highway)Bmji said:
