How have you tried to contact them?
0800 023 2023 (option 1) is the number used to report issues with infrastructure such as manholes.

The council shouldn't have given you permission without first sorting things out with Openreach - you may find Openreach reluctant to deal with you directly if (as I assume) the chambers are in the highway. Alterations to statutory undertaker's plant within the highway are normally organised and regulated by the highway authority, although larger organisations such as developers may make their own arrangements directly.Try here - and see the contact details under "If you need us to move our equipment or survey your site for you"Openreach will probably want to do a survey and assessment of the impact of what you want to do. Expect to pay a fee for this, and pay Openreach's costs for any changes they need to make.1 -
I have tried the numbers also filled in the form online.0

Look up the Plant Protection Officer they should be able to help or point you in the right direction. If the covers are footpath type and you propose to drive over them they will need to be changed to carriageway type.Play with the expectation of winning not the fear of failure. S.Clarke1
