If the band is wrong I don't think you have anything to contest even if it wasn't caught earlier. Have you calculated your 1991 house price to check?1

A CT band can be altered at any time if the VOA believe it is incorrect. A 2 (or more) band increase can definitely happen
The good news is that if you are in England, the band increase cannot be backdated. The bad news is that if you are in Wales, the band increase can be backdated.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales3 -

Surely it would have to be an enormous extension to put a house 2 bands up though? I mean surely we're talking about 50-100% increase in the 1991 value?

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.2 -
Garden size had little effect on 1991 values and the VOA rarely knew of or took the garden size into account. Loss of 1/3rd of garden would have had little effect if there was still a reasonable size garden remaining. If the extension doubled the size of the house, a 2 band increase does not seem unreasonable.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1
