Should I contact my insurance ?

Last weekend water started entering my basement (and basement next door). Since then we've ruled out a leak and local water board have investigated and ruled out damage in their drains/pipes. Water coming in is clear and cold, so it's most likely rising groundwater (it's been raining heavily here for quite a while) or cracked council rainwater gully (no dye has emerged in the basement yet).
Water is still coming in but much slower now. I suspect it might have found a different/easier route. There is minimal damage to plaster in my (semi)basement but nothing I'm worried about. The water is pretty much contained in one corner and I keep on top of it to prevent further damage. So far I'm not looking to make an insurance claim.
However, should I ring my insurance and let them know of this incident?
I've not had a situation like this before and I've never made a claim so any thoughts will be appreciated.
