How can I best deal
with this? I was thinking I'd just pick off the bits, sand it and fill with caulk but I'm worried I might damage the wallpaper? What's the best course of action?

Run a sharp stanley knive down the angle where the paper meets the staircase. you should then be able to remove the loose stuff. Run a bead of flexible acrylic caulk down the joint and you should be done0

Just to say thanks to the above poster, the Stanley knife worked really well. The gap was larger than expected so I filled it with expanding foam (this was fun!) before using the caulk and then painting. It's not a perfect job, my skills are still developing, but it's a huge improvement!
