no hot water in flat !?!?!

Hy,
I live in a 2nd floor flat, only have a water tank with an immerser (with a timer) and no hot water in the flat. cold water flow + pressure is okay - but no hot water comes out of tank - pipes are cold. :mad:
Can somebody shed some light with my crude description

Sounds like the heater element has gone - if you are renting get on to your landlord, if it's yours you will probably have to call out a plumber!0
