Civil enforcement Ltd PCN - multiple trips ANPR error

I have received a Parking charge notice from ‘Civil enforcement ltd’.

The PCN has been issued incorrectly as there were two trips made to the car park on the day, both trips lasting only a few minutes. The PCN claims my car was in the car park for more than 3 hours and a picture of my car entering the car park on the first trip and exiting the car park after the second trip are being used in their evidence! I have images from a security camera showing the car was on my driveway during the period it was alleged to be in their car park. 

Unfortunately, the PCN was delivered to an old address before I had changed my details with the DVLA after moving house. A neighbour has forwarded me the letters but as a result I have missed the 28 day appeal period. I did appeal on their website however never received a reply, I’m assuming as it was outside of their 28 day appeal period.

I’m looking for advice on my best course of action to have the PCN cancelled and ultimately to avoid a CCJ in the worst case. I plan to contact the property owner of the car park and complain. I also plan on contacting Halfords garage, where my partner was having her car worked on, to complain also. I have read the Halfords social media team have good success cancelling PCNs, does anyone have experience with this?

Should I contact civil enforcement ltd to update my address details they hold as they have sent letters to my old address even after I have updated my address with the DVLA?

Is it worth complaining to the DVLA to say my data has been used incorrectly as the PCN has been issued in error?

    In addition to the complaints, instruct the DPO of CEL to erase your old data and replace it with your current address for service. Use the word I have highlighted. Include a copy of the V5C as proof of ID. This is to stop you getting a judgment in default because a court claim could otherwise be served at your old address without your knowledge.

    Mail forwarding doesn't cost that much, and is sometimes worth its weight in gold in cases like this.

    Separately, send an SAR to the DPO of CEL as per the advice in the NEWBIES Announcement, specifically asking for all four images of your car as well.

    Complain to the ICO when the middle two fail to arrive.

    Complain to CEL using any and email addresses you can find about the double dip, and them unlawfully obtaining your personal data from the DVLA.

    Complain to the BPA as above.

    Complain to the DVLA as above because they failed to check the PPC had reason to request keeper data.
    Complain to the ICO about the DVLA. They are currently building a case about this sort of thing, so the more evidence they get, the better.

    Complain to your MP. Remind her/him about the new mandatory parking code of practice they have just been handed by the department for levelling up for revue and comments by MPs from both houses.
    It states that ANPR and other devices used to capture images must be fit for purpose. It is obvious that in this instance it is not, which is why the UK Government does not allow ANPR systems to be used for monitoring council and local authority car parks.

    Please do all of this even if the PCN is cancelled. It's the only way to stop it happening again.

    We call this "double dipping".  Read these and complain to Trading Standards and  your MP.  ANPR cameras are banned in loca authority car parks.
