Standing Charges

I understand why the rate for power has gone up, but on what basis are standing charges rocketting as well ?
As a low user, was £36 per month, increasing to around £55 per month (at the moment), my standing charges have doubled - having a grearer effect on my overall costs !
If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.
