    I have been looking at writings by solicitors and gas inspectors. And it says it should be given before the tenant moves in, if they are new tenants. Or no later than 28 days. But going by the law before moving in. 

    Also all details such as names, address needs to be in it.

    Giah, what end result are you aiming for?  1) Staying on at the property permanently (unlikely to happen, they will get the S21 right in the end) or 2) to delay eviction, or 3) are you hoping for a pay out before you agree to leave?

    When I was being evicted, and had no way to find another property, I contacted Shelter and they wanted to refer me to a solicitor to fight the S21.  My response was what's the point?  Even if the LL has done something wrong, eventually they will succeed and stress will just be prolonged (and I wouldn't run the risk of doubling the court fees I had to pay because of a failed court case).  Far better to work on the more positive outcome of finding a way to find somewhere else to live in, to move forward.  I had to go to the council for help, which was by no means stress free, but it was a step in the right direction for a positive outcome. The relief when I left the property and didn't have to deal with my somewhat iffy LL's was enormous.  

    If you had to do so much to the property.., it wasn't a good place to live in.  Best to just find an alternative place to live.

    lol and Karma was good, the LL's couldn't keep tenants in their property because of their unwillingness to do repairs.  There were quite a few void periods.  I had been there for four years, paying rent, because I had no choice.  Other tenants obviously were freer to move out.

    As per @canaldumidi above, arguably, they could be allowed to stay indefinitely (providing they pay the rent).
    It's not something that the Landlord can ever fix.

    Re 1) above: how do you believe "they will get the S21 right in the end"?
    As I have attempted to explain, and as the multiple links I provided to legal sources show, if there was no gas report provided at the start of the tenancy, the only way to now 'get the S21 right' would be to travel back in time, and provide the tenant with a gas report at the start of the tenancy.
    I watch the news regularly and, apart from some dubious claims on social media, have yet to see any successful examples of time travel!
