What type of fault could this be?

So Octopus have been helping me diagnose a problem, and it has been narrowed down to this.

Creep check. - no fault found, meter does not move at all when trip is turned off, kwh light stays red confirming no use.

Device usage check. - This has been combined as well with watt meters, and the meter is recording just over double what actual usage should be so e.g. 1kwh hour device for 1 hour using 2.3 units.

What kind of fault would only register usage when used but register just over double usage, current leakage or something?

    This problem was related to a Powerwall 2 and L&G E470 100mm SMETS2 meter. The L&G E470 120mm SMETS2 meter did not show the same reactive load. In the event, Octopus fitted the Kaifa MA120 100mm SMETS2 meter which was partially disabled* 3 months later by a firmware update.

    * When data was pulled from the meter it would provide index readings but an empty 30minute usage XML file.

    You need to check with a purely resistive load, like a kettle (which won't be on long enough) a bank of incandescent bulbs, or a radiant heater. It is suggested by naysayers that smart meters over read when there is a bit of inductance or capacitance involved, and go bezerk with a switchmode power supply, as found in every TV, computer, led lamp etc.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    Some more information.

    3 hours use of PC on idle (everything else off), measured as 46 watts, measured 0.17 units on watt meter.  Measured 1 unit on electric meter.
    8 hours use of fridge (everything else off), 2 units (so 6 units/day), not yet measured with watt meter.
    1 hour use of portable heater 1kw rated, measured 912 watts on watt meter, 1unit, measured 3 units electric meter.

    How are you measuring the use of 'units' shown by the electricity meter?  The readings won't be accurate unless it shows some decimal places, which most modern meters don't.  It's like looking at the calendar on a digital watch at 11:59pm and saying two minutes later that it had clocked up a whole day.
    Use the red LED marked '1000 Imp/kWh' or similar, as described in the Meter Sanity Test.
