Some give a reminder, I would call them.
Last time I had to go online through .gov site and fill out 40 pages.
If you call the send a 3-4 page form.1 -

Yes had to send some info,driving licence and a photo from my phone.0

Best bet is as they are issued by your local council is to go to their website and see what they say.
Ours says
"When your badge is due to expire you will need to apply for a new one, which you can do up to three months before your current one expires."
"When you reapply you will still need to supply proof that you meet the eligibility criteria, even if you’ve had a Blue Badge before"
But then adds at the end....
If you have recently renewed your badge, you may still get a renewal reminder from the Department for Transport (DfT). You can ignore this reminder.

My council has joined the blue badge,taxi card and freedom pass into one office.
Renewals are all done by the same team, so the blue badge paperwork covers all 3.0
