Unadopted Road on an Estate

Down to final enquiry as the seller. The road still hasn't been adopted by the council despite the developer finishing years ago.
How do I get this resolved?
Get the developer to admit they are still liable for the road? Find the section on the council planning application (which was granted in 2007)?

Our roads have not been adopted, developers out of business but it has made no difference to houses being sold or bought,0

Been in my house nearly 20 years from new build. Estate finished in 2004/5 Roads and drains finally adopted last moth. Developer Barratt!3.795 kWp Solar PV System. Capital of the Wolds0

Is there a section 38 agreement and bond with the council? I had this when I moved last year and the council confirmed the above so there was money in a pot to make sure the road was up to scratch before the council took it on.0

Just sold my current house which is on an unadopted road and had no issues. Granted the residents handle the management company and we have insurance, etc. on it. We tried to get it adopted but the council didn't want to do so due to the water pump on the development.0
