the NoPC won't be £50 discounted to £25, it will be £45, no discount.

I've seen that acronym used a couple of times very recently but haven't ever seen it before. What does it mean please?

    Notice of Parking Charge.

    NPC or NoPc for short.

They are no longer to be allowed to be called Parking Charge notices nor 'PCNs'.  I think this is explained in the Explanatory document (effectively, the Impact Assessment) that accompanies the Code of Practice on the same DLUHC page.

That Explanatory document is well worth reading as some of the background rationale and explanations are clearer than stated in the code.

The Explanation is the Second document here:

    https://www.gov.uk/government/publications/private-parking-code-of-practice

Well worth reading and quoting from.  Never just use the Code in isolation, if there is a chance that a Judge might interpret it wrong.

Use the above to clarify rationale and also, when talking about the added false debt recovery 'costs' the response to the August Technical Consultation:

    https://www.gov.uk/government/consultations/private-parking-charges-discount-rates-debt-collection-fees-and-appeals-charter-further-technical-consultation/outcome/private-parking-charges-discount-rates-debt-collection-fees-and-appeals-charter-further-technical-consultation-response

Explains things like why they banned debt recovery fees - at last...

so when does the actual 50 cap come in, as bit wishy on dates
Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

I imagine the PPCs will be hoping for a free-for-all and take things right to the wire in 2023 to maximise their revenue and profit.

  • @Coupon-mad Any updates on the status of the reduced charges? I saw that they were "temporarily" repealed in June last year,  has there been any updates? I've not found one when looking on the MSE portal?

    Please can anyone advise.

    I went to a Tescos carpark operated by Horizon.today 29th April 2025.
.Parked in a disabled bay because I had a disabled lady in a wheel chair .when we came out of the store a gentleman was taking photos of my car and said I would receive a £70 parking fine, despite the lady being with me and him clearly seeing the wheelchair he,still carried on .

He did point out the I didn't have a blue badge  showing ,which I didn't
We don't have one  yet .

Will they accept the photos I took of the store and the lady in the wheelchair beside my passenger door .

I believe it is silly to expect disabled wheelchair users to park in ordinary spaces between cars you just cannot
Exit the car. With the amount of room there is ..

Any advice would be much appreciated
